RAILWAY loan negotiations.

Peking, October 28, 1909.

As a result of any conversation with the United States chargé d'affaires, reported in my telegram No. 169 of the 26th instant, the difficulties of the situation have been pointed out to the head of the German Bank here, who has, though unwillingly, consented to use his influence with his principals in Berlin in order to induce them to surrender their engineering rights over the portion of the line from Hsiangyang to Kuangshui.

Mr. Fletcher has told me that he has discussed the question with the German Minister, and that he understood Count Rex to be inclined to lend his support to the above-mentioned action of Mr. Cordes.
